From policy objective to infrastructure

A national programme starts with public priorities and the relevant institutional mandate. PIPRA then configures traceability, conformity, product identity, enterprise participation and reporting around the country’s laws, standards, sectors and data-governance requirements.

Public–private governance by design

The model separates public authority, programme oversight and private execution. Roles, evidence, data access and decision rights are agreed before deployment so that innovation strengthens institutional trust instead of bypassing it.

Economic intelligence on value chains

Aggregated and anonymised, Trade Pass data becomes macro trends, value-chain vulnerabilities and shock impacts — a possible digital public good — while individual business data stays confidential.

Anchoring a national programme

As in Cameroon: sponsorship first.

Champion ministry

Sponsorship from the ministry that owns the sovereign priority — trade sovereignty, industrialisation or formalisation.

Framework protocol

A partnership agreement, as with the Ministry of Commerce protocol of 24 November 2025 in Cameroon.

Normative layer

National GS1 organisation and standards agency integrated into the platform.

Steering committee

A formal, multi-actor committee to anchor the programme institutionally, not personally.

Sovereignty and data

Data residency and controlled transparency.
